The West Virginia Courtesy Patrol
Program (WVCP) is an exemplary model of an effective workforce
program. This two-year transitional program addresses the workplace
component as well as the education and training aspects. The
multi-faceted program prepares participants for new employment
opportunities and employers with a skilled labor force. Southern
West Virginia Community and Technical College provides the Educational
Component Program of the WVCP, while the West Virginia Citizens
Conservation Corp provides the workforce component.
The WVCP Program provides two important benefits to the state. Firstly, it reduces the number of individuals on welfare through the employment and continuing education of welfare recipients as Courtesy Patrol Operators. Secondly, the project benefits the traveling public by assisting stranded motorists and removing hazards from the roadway, thus enhancing the safety of the state highways. The program makes our roadways safer and provides training for individuals who will become quality workers.
Southern and the WVCCC work in cooperation with other state agencies to provide this model program that combines the workplace with an educational enhancement. West Virginia's Courtesy Patrol is a one of a kind program that has been identified as a national model for best practices in Welfare-to-Work by the United States Department of Labor.
